Michael is an expert in health care reform and health system change and the implications, risks and opportunities for safety net health care organizations who serve low-income, disadvantaged, uninsured and underserved patients and communities. He has advised, facilitated, and organized associations and coalitions working on access to care, health equity, health care workforce, behavioral health, oral health, quality measurement and population health improvement. Before forming MS Strategies, Michael was a shareholder, attorney and consultant with Halleland Habicht and its predecessor firm. Prior to that, Michael was the Executive Director of the Minnesota Council of Health Plans, Executive Director of the Minnesota Health Care Commission, and Legal Counsel to the Minnesota Senate. Michael received his law degree from the University of Minnesota in 1982.

Pat manages MS Strategies’ finances, operations, and human resources. She also serves as a consultant, supporting health care clients in areas such as health care workforce and education, strategic planning, financial analysis, and policy research on health care markets. Prior to joining MS Strategies, Patricia worked in higher education for over 13 years in various roles including adjunct instructor, student services, and enrollment and registration. She has extensive experience as a volunteer leader in sectors including adult literacy, advocacy for foreign exchange students, parish leadership, and community groups. Her strengths include project planning and organization, strategic thinking, and research and analysis. She is known for her collaborative approach to problem solving and ability to work across different constituencies. Pat received her Master’s degree in Leadership from Augsburg College in 2010.
